Mayor's Statement on September 28 Public Hearing and Next Steps
Ilion, NY — September 30, 2026 This statement is to provide an accurate account of the September 28 public hearing and to outline the Village's ongoing process regarding the proposed development matters currently under review.
Public Safety Measures
In anticipation of significant public interest and attendance, the Village implemented enhanced safety protocols. By order of the mayor, additional law‑enforcement personnel, controlled entry procedures, and security checks were put in place. These measures ensured the protection of all attendees, including representatives of Turin Development, the Herkimer County Industrial Development Agency (IDA), and members of the public, while maintaining the orderly operation of government.
Conduct and Structure of the Hearing
The hearing was conducted in full compliance with New York State's Open Meetings Law and established Village procedures. Public hearings are designed primarily to receive comment from residents. However, in recognition of the public's desire to hear directly from Turin and IDA representatives and in acknowledgment of their travel the mayor permitted extended remarks from both entities.
This accommodation was a courtesy and does not alter the Village's standard procedures or create precedent for future hearings.
The complete video and audio recording of the hearing is publicly available. It accurately reflects the timeline, speaking allotments, and the way the meeting was conducted. Any public descriptions that differ from the recorded record should be corrected to ensure the community receives accurate information.
Clarification of Roles
The Village of Ilion remains the governmental authority responsible for zoning, SEQR review, permitting, infrastructure coordination, and protection of the public interest. The Herkimer County IDA serves as an economic‑development agency administering incentives. Turin is a private developer and property owner.
Each entity has a distinct role, and the Village will continue to ensure that all processes are carried out in accordance with law, procedure, and the interests of Ilion residents.
Next Steps
The Village Board will continue its review of the proposed moratorium and all related development matters. Additional meetings, public notices, and procedural steps will be announced as required. The Village remains committed to transparency, accuracy, and maintaining an orderly and lawful process as the community moves forward.

Village of Ilion Board Meeting & Public Hearing Videos for Monday, Septemeber 28, 2026.
The Village of Ilion announces that the final sale agreement between the Village and Lahinch Group for the Duofold property was formally completed on Wednesday, September 16, 2026. The agreed purchase price of $125,000 has been paid in full, and title has officially transferred to the developer.
With the closing complete, Lahinch Group will now advance its mixed‑use redevelopment plans for the site. The project will proceed in coordination with the developer's Environmental Cleanup and Restoration (ECR) application, and the Village acknowledges the critical role of the $1.7 million RESTORE New York award in supporting these efforts.
As part of the Brownfield Cleanup Program, the Village will receive reimbursement of approximately $210,000 for emergency demolition work previously undertaken after severe storm damage compromised portions of the structure. This reimbursement restores local resources and strengthens the Village's fiscal position as redevelopment moves forward.
The developer has reached out and expressed eagerness to meet with Village leadership, present his vision, and begin public engagement on the project's design and community benefits. The Village welcomes this collaboration and stands ready to work closely with Lahinch Group to bring new housing, commercial activity, and long‑term economic vitality to the Duofold site.
This redevelopment represents a significant step toward revitalization within the Village of Ilion. It is expected to serve as a catalyst for future growth, investment, and community renewal.

On September 15, 2026, Governor Kathy Hochul launched a new statewide enrollment drive to help more New Yorkers receive a monthly discount on their utility bills through the State's already existing Energy Affordability Plan ("EAP"). Now, New York households that are below the state median income, or below the area median income in New York City, Westchester, and Nassau Counties, will be eligible for EAP discounts on their monthly bills. Please note, however, that the EAP program and associated discounts are not applicable to Municipal Utilities and their customers. Instead, municipal utility customers are eligible for the Home Energy Assistance Program ("HEAP") and associated benefits.

Village of Ilion – Public Information Notice Temporary Moratorium on Large‑Load Electric Development (Local Law No. 3 of 2026)
The Village Board of Trustees has scheduled a public hearing on 09/28/ 2026 to discuss and deliberate Local Law No. 3 of 2026, establishing a temporary moratorium on the review or approval of development projects requiring an electrical demand of two megawatts (2 MW) or greater. This moratorium does not stop all development in the Village, only projects with exceptionally large electrical loads, such as data‑center‑type facilities or similar high‑intensity uses.
The purpose of the moratorium is to ensure that the Village has the necessary time to study the impacts of such large‑load facilities and to determine what regulations, standards, and infrastructure planning measures may be required to protect the community.
During the moratorium period, the Village will conduct a comprehensive review of:
The Village Planning Board will be directed to prepare a Preliminary Report within six (6) months, summarizing findings and recommending any zoning amendments, special permit standards, site plan requirements, or utility service policies that may be necessary.
This process is designed to ensure that any future large‑load development proceeds in a responsible, transparent, and well‑regulated manner, consistent with the Village's long‑term planning goals and community interests.
Residents will be kept informed as the review progresses. Public participation and comment will be welcomed at future meetings where findings and proposed regulatory changes are discussed.

Public Notice – Lead Service Line Inventory Project
Beginning Tuesday morning, September 8th, the Village Water Department and our engineering consultant, Barton & Loguidice will begin the hydro excavation ("potholing") as part of the Lead Service Line Inventory Project. This process will begin on John Street, Elm Street, and S. Third Avenue.
Crews will use hydro excavation to expose water service lines at each curb stop and identify the pipe material for both the publicly and privately owned portions of each service line. This work is required to comply with state and federal drinking water regulations.
Residents may notice utility markings and work crews in their neighborhoods during this process. We appreciate your patience and cooperation as this important project moves forward.

Recent concerns involving chronic disturbances at certain residential properties have underscored the need for a broader community discussion about how the Village can strengthen its response to nuisance‑related issues.
The Village Board and I will be reviewing all available options under New York State law, including enhanced enforcement tools, coordinated interdepartmental actions, and the potential adoption of a local nuisance‑property law. Such a law would provide the Village with clearer standards, stronger enforcement authority, and a structured process for addressing properties that repeatedly generate disorder, unsafe conditions, or significant impacts on surrounding homes.

As mayor I am issuing this public update to ensure residents remain fully informed regarding the environmental cleanup and redevelopment activities at the Duofold and Remington properties. Both sites are progressing through the New York State Department of Environmental Conservation's Brownfield Cleanup Program (BCP), the state's formal mechanism for environmental remediation and redevelopment oversight.
Duofold Site — 7 Spruce Street
The Duofold property has been formally accepted into the NYS Brownfield Cleanup Program, marking a significant milestone in the Village's efforts to remediate and redevelop the site.
Environmental Cleanup Status
Entry into the BCP places the site under state‑supervised environmental investigation and cleanup, ensuring all remediation activities meet DEC standards.
Ownership & Redevelopment
The Village of Ilion and Lahinch Group, LLC are preparing for transfer of ownership as part of the redevelopment agreement. Lahinch is the designated developer and will advance planning and investment once the transfer is complete.
Remington Site — Hoefler Avenue
The former Remington Arms campus is undergoing a comprehensive environmental review through multiple BCP applications submitted by Turin Hoefler Avenue LLC, the property's owner and developer.
Environmental Cleanup Status
Turin has filed five separate BCP applications covering major portions of the site. These filings initiate DEC‑supervised cleanup activities across the campus.
Ownership & Redevelopment
Turin Management purchased the property in 2025 and is pursuing a multi‑phase redevelopment plan centered on modern data‑center infrastructure. Cleanup activities must proceed under DEC oversight before construction begins.
Mayor's Request for an Informational Public Forum
To ensure transparency and provide residents with direct access to information, the Mayor formally requested an informational public forum with the following entities:

New York State DEC
The purpose of the forum was to allow each agency or developer to present current information, answer public questions, and clarify the status of cleanup and redevelopment activities.
Response Received
To date, the only response received was from the New York State Department of Environmental Conservation (DEC). DEC stated:
"Thank you for contacting the Department about a proposed public informational meeting. Currently, we are not able to schedule a public meeting. We have not obtained the final Brownfield Cleanup Agreements from the applicant. Once the agreements are finalized, the next step includes submission of draft remedial investigation work plans and community participation plans. If you have any questions, please feel free to contact me."
This response indicates that DEC will participate in a public information session after the Brownfield Cleanup Agreements are finalized and the next phase of documentation is submitted.
Both the Duofold and Remington projects represent major opportunities for environmental improvement and economic revitalization. As mayor I will continue to advocate for open communication and public engagement as these projects advance.
